Abstract
When the human rights charter was drafted, there were no specialists in this field. It is true that since the beginning of the twentieth century, several rights projects had been proposed that emphasized the principle of equality or the search for minimum well-being, but none of them mentioned the field of culture. The novelty of the Universal Declaration of Human Rights (UDHR) was that it gave shape to the principle of participation in cultural life as a right of all human beings. How did the final formula approved in December 1948 come about? This text follows some of the clues that led to the drafting of Article 27 of the Universal Declaration and proposes some of the consequences of the agreed formula for the following years up to our time.
