Abstract

The economic possibilities of the South American region are simultaneously immense and restricted, due to its biological potential of natural resources, and by the historical lack of financial resources and impositions derived from international commitments. Nevertheless, the organizations of regional financing, but also the World Bank have engaged in the improvement of this picture, supporting projects of economic advantages with preoccupation or even based on the environment. This work brings an analysis of the action of the international organizations of financing mentioned with respect to development projects occurring in South America and its environmental effects, with emphasis to those related to the carbon emissions, whose sales of credits are destined mainly to the European continent. Also an analysis is made about if the effort arises from a continuity of the environmental policies in the region of South America or if they are only one attempt to take advantage of the world-wide market carbon without an effective preoccupation with integration exists. Finally, one discusses if the search by the qualification to enter to the world-wide market of carbon credits can result in a greater South American integration or from the region with others.
